Getting to Nakagawanohoukisugi なかがわのほうきすぎ:  

Take the Odakyu line train to Shin-matsuda station,  from there take the Fujikyu bus bound for East Tanzawa and get off at the Houkizawa stop.

小田急線新松田駅から富士急バス西丹沢行きで「箒沢」下車。車では国道246号線を酒匂川の支流沿いに北上し丹沢湖

From the same bus-stop it's just a short flight of steps down to the river. (See the Nakagawahoukisugi website) There is also a nearby river campsite.

I think it's one of the Drepaninaeカギバガ亜科 species see Moths of Japan's gallery, it's probably the Drepana curvatula オビカギバ http://www.jpmoth.org/~dmoth/72_Drepanidae/70.3_Drepaninae/framepage%20drepaninae.htm I love how it's perfectly camouflaged against the rusty iron pipe.
It can also be found commonly in Europe and the UK. It's called the Dusky Hook-tip
