Corongo is my mother's hometown. The legend behind the palla is magnificent. The Incas spared the town from complete destruction because the townspeople presented the Inca king and his army with the gift of finely dressed pallas. When the Spaniards came and instituted the Catholic faith, the town incorporated the palla into their annual festival of St. Peter. It's debated how old is too old for a woman to dance. Personally, I've seen girls as young as six or seven dance, and I've seen women in their 30s and 40s dancing (including me). To many women, to dance as a palla during the festival is an act of devotion (as opposed to a time for showing off).
